Artesp – the Regulatory Agency for Transport Public Services of the State of São Paulo - is a special authority, endowed with budgetary, financial, technical, functional, administrative authority and police power, in order to regulate and supervise all forms of authorized transport services, permitted or granted to private entities, under the State Department of Logistics and Transport, by decree 46,708 of April 22, 2002. Its objective is to regulate and supervise the São Paulo Road Concession Programme, implemented by the São Paulo State Government on March 2, 1997, as well as to regulate services offered by intercity passenger transport and all transport services that may eventually be delegated.
